DSPIAE SS-C01R is a set of six mandrels for five millimeter sanding discs. A shank of three millimeters fits a modeling drill as well as a grinding pen.

Six mandrels onto which self-adhesive foam sanding discs five millimeters in diameter are stuck. The mandrel is a consumable just as the disc is: repeated sticking and peeling clogs its face with adhesive residue and it stops holding reliably, so in time it gets replaced.
The shank is three millimeters in diameter, which is the size common on modeling drills and in the chucks of electric grinding pens. Six pieces to a package make it possible to have several mandrels fitted with different grits at once and simply swap them in the tool, instead of resticking the discs.
The package is for those who already use the discs in this range and want to prepare several grits in advance, and as a replacement once the original mandrels stop holding. A mandrel does not sand on its own; the sanding discs are sold separately.
On the five millimeter diameter running true matters more than on the larger discs: in a tight place an assembly that runs out of true catches on the surrounding detail before you have time to notice. When working with a rotary tool, tie long hair back and do not wear loose sleeves.
