Glowing and translucent shades have one weakness in common: their brightness is decided not by themselves but by what lies beneath them. Over a dark or colored base they lose strength and turn gray, whereas over a white base they light up fully. That is exactly what the white base from the effects range is for: it goes under the top shade and gives it both coverage and brightness.
Stir the contents thoroughly before use, or settled pigment will stay at the bottom. Apply it in thin coats and only where the effect is meant to appear, not over the whole model. Two thin coats hold better and look better than one heavy one, and let the base dry between them. Add the top shade only onto a dry base. The exact thinning and the recommended way of applying it are given in the instructions on the packaging, because they differ from range to range.
Try the combination of the base with the top shade on an offcut or in an invisible place before you touch a finished model. That checks both the coverage and that the two coats get on well together. Clean brushes and tools right after the work, because a dried base is considerably harder to remove.
