Despite its name this is not a publication to read but a binder in which painted test pieces are filed. The point is that a modeler builds up a color reference of his own over time: a shade sprayed onto a shaped piece looks quite different from a patch on paper, because on a curved surface it changes with the angle of the light. Filed samples can then be compared against each other when planning the next model.
Note down for every piece what it has been sprayed with, including whether there was a primer under the paint and which one. Without a note the reference loses its purpose, because after six months a shade cannot be identified by its appearance. It also pays to record how many coats were needed; covering power in particular cannot be read off a finished sample.
The album is sold empty. The test pieces themselves and paints are not part of it, and the manufacturer makes them separately in several base colors.
Let the samples dry out thoroughly before filing them. A fresh coat prints itself onto the page and the sample is ruined.
It pays to start the album with the first samples rather than once a handful of them has piled up. Loose pieces get lost, and the notes that go with them get lost even faster.
