This is a modeling tool made from photo-etch, not a kit. The scraper serves for scraping mold seams, flash and nubs off plastic parts and for cleaning up the surface. The nuts maker is a row of graduated hexagonal holes: you pull a round plastic profile (most often stretched sprue) through them and scrape it into a hexagonal section, and from that you then slice thin discs, ready-made imitations of nuts and bolt heads with which you replace missing detail on a model. It is made by Voyager Model, the Chinese specialist in photo-etched accessories and tools.
For modelers who want to remove seams cleanly and to make their own bolt details without having to buy ready-made nut sets. Suitable for intermediate and advanced modelers.
