It is a model figure in 1:35 scale and one item within a larger range. The number at the end of the range designation tells the individual items apart, but on its own it does not say who the figure represents. Which character the box holds, and in which rendition, is stated in the description on the box together with the manufacturer's data.
The 1:35 scale is the most widespread one in military vehicle modeling and figures have always been made in it. An adult 180 cm tall comes out at roughly 51 mm in it, a little over five centimeters. That is a size at which the face and the gear can be painted honestly while the figure still does not outgrow the vehicle it stands next to. A figure this size gives a diorama a sense of scale that the hardware on its own never will.
Cut the excess material away with a sharp blade a little way from the part and carefully sand the remainder, so that the sharp edges of the gear are kept. Then wash and degrease the surface, otherwise the paint will not hold on the figure. Paint from the large areas toward the small details and leave the face and the eyes for last. Choose the glue to suit the material of the parts; the particular procedure is given in the manufacturer's instructions.
The box holds the figure itself. Paints, glue, a base and a model of the hardware are not part of it, unless stated otherwise.
