The tire of a standing vehicle is never perfectly round. The weight of the machine flattens it at the bottom, the sidewall bulges slightly and the vehicle touches the ground over an area, not at a single point. A model on perfectly circular wheels therefore looks as if it were hovering above the base, and the larger the scale, the more noticeable the difference. Weighted wheels put that impression right: the model settles down and begins to look as if it weighed something.

Cut the excess material off with a sharp blade a little way from the part and sand the rest back carefully, so that the shape of the contact patch and the tread pattern are preserved. If the parts are not polystyrene, ordinary cement for plastic has no effect on them; use cyanoacrylate glue. Wash and degrease the wheels before painting. When gluing them, the flattened part must point toward the ground and the axis of the wheel must stay parallel with the base, otherwise the model will stand crooked and the whole point of the replacement is lost. Tires suit a dark gray tone rather than pure black, because rubber reflects light when scaled down and a wholly black wheel merges into a shapeless blot.
