Shrubbery gets used up faster than expected. One decent bush swallows several tufts, and a continuous belt along the track or a hedge around a field cannot be built from a small bag. A larger pack also has a consistent shade throughout the batch, so growth built in one go will not fall apart in color. Light green matches fresh spring growth and areas where light falls.
